The City’s floodplain manager is responsible for documenting the community’s floodplain management program to ensure compliance with the National Flood Insurance Program and any state laws related to floodplain management at the local level. The City maintains a reference library that includes current and previously published Flood Insurance Studies (FIS), Flood Insurance Rate Maps (FIRMs), Drainage Master Plans, Comprehensive Master Plans. Additionally, information is available for zoning requirements, Flood Mitigation Plans, Hazard Mitigation Action Plans, Floodplain management plans, Repetitive Loss list and publications related to the City. As par of Floodplain Management, the Community Rating System (CRS) is maintained to help those residents and businesses located within a flood zone reduce their insurance rates.
The Floodplain Manager oversees and updates the Flood Insurance Rate Maps (FIRMs) which occurs through copies of Letters of Change (LOMC) such as Letter of Map Amendment (LOMA), Conditional Letter of Map Amendment (CLOMA), Letter of Map Revision Based on Fill (LOMR-F), and Conditional Letter of Map Revision Based on Fill (CLOMR-F). Additionally, Mr. King establishes Base Flood Elevations (BFE’s) for residents and businesses that are located in un-numbered zones within the FEMA Flood Maps for the City of Oviedo.
The City’s Floodplain Manager maintains a current call list of Federal and state agencies, such as FEMA national and regional offices, USA Corps of Engineers districts, State NFIP Coordinators office, State Department of Transportation, River Authorities, Drainage and Flood Control Districts, and others.
